The listings from here down are sort of mixed. This is because there is a lot of change and cross over in the industry. A fixed wing Ultralight training school may have good knowledge and motors for Powered Parachutes. Hang gliding schools will probably have great training hills for kiting and practicing forward and reverse launches. A regular paragliding school may have surprising experience and knowledge with motorized units. Any school may have good prices on used motors and or gliders. They may also know or have members who know of some killer deals. Any of these schools will probably have great information on the weather conditions for their area. You should look at several that interest you and you should definitely visit any that are in your immediate area.
